Not many magicians believe that Lord Voldermort has returned, including the Ministry of Magic. Harry and Dumbledore are considered to be spreading false news and are considered mentally disturbed. Nevertheless, there are still many people who believe in Dumbledore, and it is these who belong to the Order of the Phoenix. But because the situation is not yet possible, they move secretly to avoid suspicion by using Sirius's residence, Grimmauld Place Number 12 as headquarters.
